PhD in Civil Engineering (2004) at the Technical University of Civil Engineering from Bucharest (UTCB) with specialized training at Paris XII Val de Marne University, France;

Bachelor’s Degree in building services engineering (1995) at UTCB and economics (2000) at the Bucharest University of Economic Studies.

Mr. Lungu is Associate Professor at the Technical University of Civil Engineering (www.utcb.ro) and was for 7 years a visiting professor at Ecole Nationale Superieure de l’Energie, l’Eau et l’Environment, Grenoble, France. He is specialized in dynamic simulation of HVAC and RES systems, including EPB and NZEBs. 

He represents OAER (the Romanian Chamber of Energy Auditors www.oaer.ro) as president since 2020, and REHVA as president for the mandate 2022-2025 (www.rehva.eu).

Dr. Lungu was the chair of the organizing committee of the HVAC World Congress CLIMA 2019 and special consultant for the organizing committee of CLIMA 2022. 

He is/was project manager of 6 research or grant type projects and member in other 4, including the project for the recast the Romanian methodology for the calculation of the energy performance of buildings, according to the new set of EPB standards (CEN).

He is also in charge with the training and continuous education of the Romanian energy assessors. As main author or co- author, Dr. Lungu published 8 books and more than 50 scientific ortechnical articles.
